After much thought, I've offered the following stipulations to teams that have fallen below the 1 & 2 season win floors. This decision was made after consulting with the whole world and a vote from the VC members.
I sent out the following message to the teams a week or so back.
"I've put a lot of thought into the stipulations that would need to be agreed upon to to be allowed back. I got feedback from others in the world and this is what I've come up with. They may be a little severe but we need to ensure that these rules are taken serious and are enforceable in the future.
1) No IFA signing in S3..
2A) If a team has failed to reach just 1 of the win floors they need to reach the S3 win floor to remain.
2B) If a team falls below both 55 and 125 wins they must reach either 70 wins or reach the S3 win floor whichever is higher.
3) If there comes a point in the season where they are mathematically unable to reach their S3 win target I am allowed to replace them immediately.
4) A team must have a higher rated player at the ML level than what they have in the minors.. Any 3+ yr pro must be called up if the player at the ML level is inferior.. (They can wait 20 games to call up the prospect if they choose..

Salt Lake City, Needs 81 Wins (.500),

Louisville, New Owner,
Texas, Needs 70 Wins (.432),
Reached S1/S2 win floors. No Restrictions
Oakland, Needs 69 Wins (.426),
Reached S1/S2 win floors. No Restrictions
Ottawa, Needs 59 Wins,
Reached S1/S2 win floors. No Restrictions
Chicago, Needs 58 Wins,
Reached S1/S2 win floors. No Restrictions
Tampa Bay, Needs 57 Wins,
Reached S1/S2 win floors. No Restrictions
All other teams must reach 55 (.340) wins minimum
